With that being said” means “taking into consideration what has just been said”. “That being said” implies that you are about to contradict or modify what has just been said.
I think there should not be any confusion in the meaning of “With that being said”. You should translate the phrase literally.

“with that being said” gives the same meaning as having said that.
“with that being said” also might mean however on some occasions. With that being said, I am not happy.
